We are seeking an Early Literacy Policy Analyst to join our Office of Indian Education at the
Oregon Department of Education
. This is a permanent, management service position.This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

What you will do!
This position manages and oversees the Early Literacy Success Tribal Grant Program authorized by HB 3198 (2023) and serves as the state point of contact and liaison supporting the Early Literacy Program.
Typical duties include:
Collaboration with Partners Including: Tribal partners, state contacts, district leaders, schools and parents, representatives at state and federal levels, partner agencies, Educator Advancement Council, school grant recipients; various committees and clusters (AI/AN Advisory Committee, Language Advisory Committee, Gov to Gov Education Cluster)
Consultation Including: advising Tribal partners on Early Literacy and Tribal language(s); acting as a liaison between the ODE and the Legislative Commission on Indian Services (LCIS); providing guidance and recommendations for Early Literacy Success
Program Development Including: performing comprehensive studies on tribal early literacy programs; developing new early literacy programs for tribal communities; incorporating Early Literacy initiatives in the AI/AN Student Success Plan
Grant Management Including: collaborating with the Early Literacy Grants Specialist to support implementation of the Early Literacy Tribal Grant Program as part of the Governor’s Early Literacy Success Initiative; providing training and support for Early Literacy Success Tribal Grant recipients; offering input on state policy and direction for the Early Literacy Program; coordinating and administering the allocation process to grant recipients in conjunction with other staff; monitoring grant recipients’ progress and evaluation.

Minimum Qualifications (Need to Have)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Education, or any degree demonstrating the capacity, knowledge, and skills to provide policy advisement on the Early Literacy Success Tribal Grant Program; and five years of professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work.
Minimum qualifications must be met to qualify for this position.
Desired Attributes (Nice to Have):
Knowledge and understanding in building, maintaining and supporting relations with federally recognized tribal governments.
Knowledge of local, state, Tribal, and federal programs related to early literacy and Tribal languages.
Fluency with office software, applications, collaborative platforms, virtual meeting apps, and presentation software (e.g., Microsoft Office products, Google Suite, Smartsheet, Adobe, Zoom, Microsoft Teams, GoTo Meeting)
Strong organization and project management skills.
Experience with contract and grant development and management.
Experience providing advice or technical assistance to school districts, tribes, community groups or public.
Ability to take broad concepts and convert them to guidance and direction.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
